East Cascades Works is a private non-
profit organization that serves as the
local workforce development board or
entity responsible to coordinate private
sector-led workforce solutions. To this
end, we convene industry
community, creating important career
opportunities that pay a family wage. If

WORK CHATTER
It's a busy season for Kirby Nagelhout Construction! After a
summer of numerous successful project closeouts, we’ve entered
the new year strong with work continuing at a steadfast pace.
At our headquarters in Bend, our team is busy progressing
through the design and preconstruction phase of several
projects including (but not limited to):
Redmond Deschutes Public Library
Crook County Justice Center
Notable projects making their way through construction include:
The brand-new Black Butte Ranch Lodge redevelopment
The Bear Creek Elementary School addition
Overall, 2022 has already proven to be a busy yet prosperous
year. We look forward to more exciting wins as the year unfolds.

April 4th was a big day for the Warm Springs Community
Action Team (WSCAT). The 126-year-old Commissary was
reclaimed and relocated to its new location, thanks in part to
the help of Kirby Nagelhout and Wolfe House Movers.
As the Commissary Website shares, "Once a symbol of
dependence, the Commissary is in motion to become an
economic engine nurturing native-owned businesses and
entrepreneurs which will uplift the community in the process.
The impact of the Commissary is deep and outsized –
extending far beyond its 5,000 square feet"

The structure was moved from Warm Springs Street to its
new resting spot just a few blocks away on Wasco St. Here,
the area is being reconfigured for optimal community and
small business connections.

Upstairs will be coworking spaces and areas for business and
financial classes. Downstairs will be comprised of retail
storefronts for local businesses, including Tananáwit Arts, the
Painted Pony Cafe, and more. Finally, there will be an outdoor
food pavilion with food carts and a stage.
The Warm Springs Community Action Team plans to raise
another $2 million to complete the project. CLICK HERE to

ENGAGING
YOUTH
T I K T O K I N F L U E N C E R C A M P A I G N S U C C E S S
In January, Build Oregon partnered with @biggieclean, a 20-year-old hazardous
material cleaner based in Beaverton, for a social media collaboration. On TikTok
alone, biggieclean has 4.2 million followers! For just a couple hundred bucks he
promoted the benefits of the skilled trades across his social media channels. You
can see the impressive statistics of this influencer's one post in the image to the
left (provided by AGC).
The power of influencer campaigns as a part of marketing and recruiting is clear.
One thing Build Oregon/AGC is still working on is how to track the full lifecycle of
the outreach. Today, Build Oregon staff can see how many engagements the user
made and referrals to training sites outside of their platform, but they haven't
been able to follow this stream to see how many people signed up for a training
program, attended a listening session, or other calls to action. In our podcast
interview with Asha Aiello, she expressed that they are working to bridge this
information gap in the near future through strategic tech/software solutions. To

YOUTH BUILD
Heart of Oregon Corps – YouthBuild
SISTERS, OR – Heart of Oregon Corps’ YouthBuild
program made a big impact on local veterans who
experience homelessness in 2021. Working with
partner Hayden Homes, students framed walls for
single-unit tiny house structures as part of their
BOLI pre-apprenticeship construction training and
AmeriCorps service.
The Bend Heroes Foundation project completed a
total of 15 single units for veterans who did not
previously have shelter with a wide range of partners
like Heart of Oregon Corps.
The construction cohort of 16-24 yr old pre-
apprenticeship
participants
from
Deschutes,
Jefferson, and Crook counties also completed a
duplex in collaboration with Sisters Habitat for
Humanity. The program will soon begin building a new
single-family home in the Madras Yarrow Subdivision.
In 2022, Heart of Oregon Corps’ YouthBuild pre-
apprenticeship cohort will also work with Hayden
Homes on another tiny home village with new
partner, Oasis Village. The Redmond-based project is
slated for winter 2022 and will support individuals
and families without stable housing.
Collaboration Opportunities
Employers with the capacity to join Heart of
Oregon’s Employer Advisory Council will support
youth with appearances at an alumni job fair, mock
interviews, and fundraising events such as Farm to
Fork (June 2nd, 2022) and Endless Summer Nights
(Sep. 17, 2022).

the YouthBuild program as well as AmeriCorps conservation
